Skookum Educational Programs, the Foundation's parent company, was founded nearly 20 years ago on the principle that a job can change a life.

Founder Jim Westall’s vision was that a contract management company could provide the highest quality of work and customer satisfaction — while also providing meaningful, living-wage employment to a workforce of diverse backgrounds.

From humble beginnings finding jobs for people with disabilities in Port Townsend, Washington, Skookum has grown into one of the premier contract management organizations in the country with an unparalleled level of customer satisfaction.
